Communitions Emergency Response Team provide emergency radio communications in support of the Puerto Rico Emergency Management's mission by handling emergency traffic during such emergencies when normal public service communication systems are not functioning or are overloaded. CERT will respond for declared emergencies which may involve severe weather threats, natural disaster, large-scale accidents, industrial accidents, hazmat incidents, weapons of mass destruction, terrorism, war, civil defense/preparedness, and homeland security.

When activated, CERT members will operate from an Incident Command location or from the well equipped A.E.M.E.A.D. EOC. Multiple HF/VHF/UHF operating positions are provided by the City along with digital Packet and APRS capability. CERT members are all volunteers from the local community and dedicated to the mission of serving the citizens of Puerto Rico.

Each member has undergone extensive training and certified in NIMS and ICS protocols. Simulated emergency training events are provided a minimum of two times each year. Training nets are conducted three times each month with each local county & city group providing on-air training a minimum of two times each month. All members have a minimum participation requirement for training as well as a required public service event participation requirement. Each member is required to attend a National Weather Service Sky warn school at least once every two years.
